West Pelzer’s Paula Payton is a Master Municipal Clerk
Paula Payton remembers hanging out at West Pelzer Town Hall as a child when her grandfather, Johnny Gaines, was mayor. She’s still hanging out there but now as Town Clerk and she’s earned a designation held by only eight municipal clerks in South Carolina.
